Ever since the notification issued by DGFT on export of rice to EU on 4th November 2019, there has been a sense of confusion for the same. We wanted our visitors to have complete clarity on the process of EIC/EIA inspection for rice export to EU. The notification stated the following
Process for Applying to EIA / EIC
The exporter needs to have a confirmed order to export to EU. Exporter should make the final packing list and invoice before handing over the same to EIC/EIA for placing request of inspection. Following documents are required for placing request at EIC/EIA:
- Invoice
- Packing List
- Intimation for Inspection under CWI Annexure 1
- Copy of Proof of Fees Paid for Inspection

Intimation for Inspection under CWI
Intimation invoice should contain the following details:
- Name and Address of Exporter
- Name and Address of Manufacturer
- Buyers Order No and Date
- Variety of Rice
- Type of Rice (Raw, Parboiled or steam)
- Grade in case of basmati Rice (A or B)
- Lot No
- Gross Weight and Net Weight
- Shipping Mark if any
- HS Code
- Address where the consignment needs to be inspected with contact details

Details of Fee Payment
For Basmati Rice Export to EU
- Inspection fee of 0.4% of FOB value of the consignment in INR + 18% GST (Online Fee payment For EIA where application is made)
- Physical Parameter Testing: Rs 1000 + 18% GST (online fee payment for EIA where application is made)
- Pesticide Testing INR 10000 + 18% GST (Online fee submission to EIA-Mumbai or EIA Kochi check with EIA office on call before making the payment)
- Aflatoxin Testing: Rs 2500 + 18% GST. This will be lot wise 1st lot 149 MT max, Second lot 150-249 MT, Third Lot 250 MT onwards (Online fee submission to EIA-Mumbai or EIA Kochi check with EIA office on call before making the payment)
- For export to Netherlands Ochratoxin will be tested additionally. For each lot similar to above fees will be INR 4000 for combined Aflatoxin+Ochratoxin + 18% GST. (Online fee submission to EIA-Mumbai or EIA Kochi check with EIA office on call before making the payment)
For Non-Basmati Rice Export to EU
- Inspection fee of 0.4% of FOB value of the consignment in INR + 18% GST (Online Fee payment For EIA where application is made)
- Pesticide Testing INR 10000 + 18% GST (Online fee submission to EIA-Mumbai or EIA Kochi check with EIA office on call before making the payment)
Note: Make sure you make separate payments for Inspection fee and Physical Parameters as both are processed on different days. There will be internal audit issues for EIA in case you combine both
Making the Payment
1: From your browser open EIC Website
2: Click on the link for online payment
3: Links for Payment according to EIA Office
4: EAZY Pay page. All details are necessary to be filled. In case your company is not registered with EIC fill “NA” field 2
5: Enter OTP received on the mobile phone number mentioned on the form
6: Tick “I read and accept Terms and conditions”
7: Make Payment: RTGS, NEFT Credit Card & Debit Card
Step 8: You will receive a Payment Receipt similar to the one below. Take a print out of the same
Reminder: Make sure you make separate payment payments for Separate Offices and Separate Testing/Inspection for rice export to EU. This is mandatory as per EIA guidelines.
Submission of Documents to EIC/EIA and Inspection Process
Present all Originals of Invoice, Packing List, Intimation for Inspection Annexure 1 and Self Certified Transaction Slip of payment done at the office for placing the inspection request.
EIC/EIA team appointed for inspection will visit the premises within 5 working days for inspection of rice export to EU. Make sure the stock is packed in bags. After inspection your company will receive, two sealed stamped for reference or dispute in future. In addition, expect to pay fumigation charges for the stock after inspection. You will receive an inspection receipt along with the two samples and keep the same for your reference.
